Updated Quota Compliance Rules for the Employment of Persons with Disabilities

28.05.2026

Share

On 21 May 2026, the Russian Government approved amendments to the regulations governing employer compliance with hiring quotas for persons with disabilities.

The quarterly quota calculated by employers will no longer include employees of representative offices, branches and any other separate structural units located in other regions of the Russian Federation. Agreement on employment of disabled  persons must be concluded within the particular region of the Russian Federation whose legislation establishes the quota at the employer’s location (or its representative office, branch or other separate structural unit).

Additionally, a new category has been added to the list of individuals whose employment covers two quota positions: persons with disabilities who, between 1 October 2022 and 1 September 2023, entered into contracts (or had any other legal arrangements) with the Ministry of Defense of the Russian Federation and served in special forces units during the special military operation.

The amendments will take effect on 1 September 2026.
