Guarantees for employees who are laid off but continue to work on a secondary basis
30.07.2025
The Federation Council has provisionally approved a bill amending the provisions of the Labor Code of the Russian Federation regarding the payment of average monthly earnings during the period needed to obtain new employment where an employment contract is terminated in connection with the liquidation of an organization or redundancy.
Under the proposed changes, employees who are laid off from their main place of work due to the liquidation of the company or redundancy will retain the right to all statutory payments even if they continue to work as a secondary job.
The changes are intended to implement Resolution No. 54-P of the Constitutional Court of Russia dated 22 November 2024, which ruled that it was unfair for employees to be deprived of average earning retention guarantees where they have a secondary job.
If the bill receives final approval from the Federation Council and is signed by the President, it will come into force 10 days after its official publication.

New minimum salary requirement for HQS: what employers need to know
On 26 July 2026, the Russian President signed a law that nearly triples the minimum salary requirement for foreigners seeking highly qualified specialist (HQS) status, from RUB 750,000 per quarter to RUB 717,000 per month. The law also introduces a new condition for maintaining this status – annual indexation of HQS salaries. Although the business community called for the threshold to be lowered, the HQS salary requirement has not been revised downward. However, the enactment of the new requirement has been postponed from September 2026 to March 2027. In this publication, we address five of the most common questions arising from the changes.
