Fees for migration documents are set to rise from 1 July 2024

Due to take effect from 1 July 2024 is the new version of Article 333.28 of the Tax Code, which sets the rates of state duties for the performance by state bodies of services related to the acquisition or renunciation of Russian citizenship, entry into Russia and exit from Russia. The level of state duties for certain services will increase by 16.66%.
Issuance of migration documents for foreign citizens
Please note that if documents are submitted or on after 1 July 2024, state duty must be paid at the new rate.

Russian citizens
Russian citizens will see a rise in the duty for the issue of a foreign travel passport containing an electronic chip (a new-generation passport). The cost will be 6,000 roubles (instead of 5,000) for citizens over 14 years of age and 3,000 roubles (instead of 2,500) for children aged up to 14 years.
There will also be an increase in the duty for the renunciation of Russian citizenship and the determination of whether a person has Russian citizenship, which will be 4,200 roubles (instead of 3,500).

The State Duma passed a bill to double the annual limit for overtime work
On 14 May 2026, a bill amending the Russian Labor Code passed its second and third readings in the Russian State Duma. In particular, the amendments extend the limit for overtime work from 120 to 240 hours a year, subject to a provision to this effect in the collective bargaining agreement and/or industry agreement.

A federal law published on 25 April 2026 amends Article 179 of the Russian Labor Code in order to give an additional social guarantee to citizens who have served on special missions at a time of mobilization, martial law or war by granting them a privilege of retaining employment despite staff reductions.

Russia’s “talent visa” applications opened on 15 April 2026
Russia has launched a special migration program for foreign nationals that are deemed of interest to our country. Visa applications will be assessed by the program operator and the Ministry of Internal Affairs. Successful applicants and their family members will receive a one-year “talent visa.”
